"S. I. Fowlie & his Chinese detective
staff did very good work particularly in regard to suspects and Fifth Columnists. They made a number of arrests of suspected Fifth Columnists and sent them to the C.I.D. Police Headquarters. S. I. Fowlie checked most effectively would-be looters & trouble in A.R.P. Tunnels, & partly owing to his efforts there was no serious trouble in Wanchai. The Division remained quiet under very trying circumstances. There was little or no crime. I think S.I. Fowlie himself deserves recognition."
"During the whole period of hostilities Police in Western Division had a good many difficult tasks to perform under the most trying and severe conditions. I would like to bring to your notice the very good work performed by the officers given opposite, Throughout the War, and whom on many occasions had to forego sleep and food for two or three days at a stretch. They were of great assistance to me in dealing with fires, rescue work after bombing and shelling, control of rice and food queues and dealing with looters. They assisted in the arrest of ring leaders of looters encouraging the crowd to start looting" (P.S. A162 Williamson has already been recommended by Mr. Searle in Paragraph
(b).)
"I should like to make special mention of L. S. R. ? Fisher who was the most outstanding member of this Unit.".
"Three members of this Unit were attach- ed to No. 7 Station during the war period to act as despatch riders and with the exception of one member, whose name or number I cannot now remember, carried out their duties very satisfac- torily indeed. One of the two men known to me as Lai Yau, was most efficient and co-operative. This officer made trips to Aberdeen under most difficult conditions, often at
great risk of being wounded or killed."

A125 Clark, who was Drill In- structor at the folice Training School and remained with me until the 17th December performed his duties dili- gently and in a most efficient manner. I agree, however, that more was ex- pected of rolice during the war and I do not press for special recognition of Sergeant Clark.
